How it's calculated
Only the vowels A, E, I, O and U in the full name are converted to digits with the Pythagorean chart and summed; every consonant is skipped. Y is a special case, scored as a vowel only when neither the letter immediately before it nor immediately after it (ignoring spaces and punctuation) is itself a vowel.

"Mary Ann Lee" — vowels only: A, A, E, E.

Sum = 12 → 3. The Y in "Mary" sits right before a space and then A, an adjacent vowel, so it is scored as a consonant here and excluded from this total (see the Personality Number calculator for where it counts instead).
The Y rule in practice
In "KYLIE", Y sits between K (consonant) and L (consonant) — no adjacent vowel, so Y counts as a vowel: vowel.
In "MURRAY", Y sits right after A, a vowel — so Y counts as a consonant instead: consonant.

Yes, if the sum of a name's vowel values lands exactly on 11, 22 or 33 before further reduction. Names with several high-value vowels or many vowels overall are more likely to land on one.
How is this different from the Personality Number?
Soul Urge and Personality are complements of each other: Soul Urge sums exactly the letters Personality leaves out (vowels), and Personality sums exactly the letters Soul Urge leaves out (consonants). Added together before reduction, they equal the Expression Number's total.
